Facts on Swedish Central Government as employer Swedish Agency for Government Employers The Swedish Agency for Government Employers (SAGE) is governed by its members, 250 agencies, public enterprises and other employers with a close relationship with the Central Government administration. We jointly develop and synchronise employers’ common policies and sign binding collective agreements for the 250 000 employees. Arbetsgivarverket är en medlemsstyrd statlig arbetsgivarorganisation. Medlemmar är 250 myndigheter, affärsverk och andra arbetsgivare med anknytning till det statliga området. Employees per sector Low headcount in Central Government sector The Central Government sector includes governmental agencies, infrastructure administrations and universities and colleges. In 2015 approximately 286 000 people were employed in the Central Government sector. This equals 6 percent of all employees on the Swedish labour market. Till den statliga sektorn räknas statliga myndigheter och affärsverk. Däremot räknas inte statligt ägda bolag hit, utan till privat sektor. År 2015 var cirka 286 000 personer statsanställda enligt Arbetskraftundersökningarna på Statistiska centralbyrån. Det motsvarar 6 procent av de sysselsatta på arbetsmarknaden. Central Government agencies by function Central Government agencies involved in all parts of society The largest number of employees in the Central Government sector is active within higher education. Other tasks performed in this sector are crime control, protection of borders, international cooperation, taxation, social insurance benefits, employment and planning of infrastructure. De statligt anställda arbetar dagligen med kvalificerad högre utbildning, brottsbekämpning, skydd av våra gränser, internationellt arbete, insamling av skattemedel, utbetalningar från trygghetssystemen, förmedling av arbeten, planering av infrastruktur, kulturfrågor och många andra arbetsuppgifter. Flest anställda finns inom utbildningsområdet medan det minsta antalet finns inom fritidsverksamhet, kultur och religion. Source: SAGE, Classification of the Functions of Government (COFOG)

Age distribution in Central Government and in total labour market Balanced gender distribution, bias towards older age groups About 52 percent of the Central Government employees are women and 48 percent are men. However within Defence 80 percent are men, whereas nearly 70 percent of the employees within Social protection are women. Age distribution among Central Government employees deviates in two aspects from the labour market in Sweden as a whole. In 2015, 24.0 percent of the employees in Central Government were 55 years of age or older, compared to 21.4 percent of all employees. The comparatively low share of younger employees within Central Government is mostly due to the need for higher education to qualify for Central Government works. Employment in Sweden Consistent number of employees in Central Government sector During the mid nineties the total number of employees decreased. Since 2001 the number of employees again has risen to the levels of the mid nineties. In Education as well as General Public Services it has increased by nearly 15 percent during the last decade. The increase in public order and safety was 25 percent. In agencies working with economic affairs, infrastructure and environmental protection, the number of employees instead has decreased by 25 percent because of privatisations during the same period. An increase within Defence in the latter years means that the number of employees today is equal to that from 10 years earlier. Under 1990-talet minskade successivt det totala antalet statsanställda. Från år 2001 har det skett en ökning till samma nivå som på mitten av 1990-talet. Antalet anställda inom utbildningsområdet har vuxit med nära 15 procent under de senaste 10 åren. På myndigheter som arbetar med näringslivsfrågor, dit t.ex. infrastruktur räknas, minskade antalet anställda samtidigt med drygt 25 procent på grund av bolagiseringar. Level of education in Central Government and in total labour market High level of qualifications Many tasks in the Central Government are complex and require higher education, 74 percent of the employees have post-secondary education. The corresponding figure in the total labour market is 43 percent. Among the 15 percent of employees with specialist-, expert- or higher managerial duties 97 percent have post-secondary education. About 60 percent of the employees have administrative duties, among those 83 percent have post-secondary education, and among employees with assisting duties the share is 44 percent. Många statliga arbeten är komplexa och kräver längre utbildning. Av de statligt anställda har drygt 74 procent eftergymnasial utbildning. Motsvarande siffra på hela arbetsmarknaden är 44 procent. Bland de 15 procent statsanställda med specialist-, expert- eller högre chefsuppgifter har 97 procent eftergymnasial utbildning. Nära 60 procent av de statsanställda har handläggaruppgifter och bland dessa är andelen med eftergymnasial utbildning 85 procent. Bland de med assisterande uppgifter är andelen 44 procent. Sick leave in Central Government and in total labour market Healthy working environment and low rate of sick leave Compared to other employees, more often employees in Central Government express being content with their work. Furthermore Central Government employees consider their work to be worthwhile, unrestricted and varying, to a larger extent. They also more often consider their work to be interesting and stimulating. However, Central Government employees more often feel left alone in their work and consider their effort to be insufficient. Central Government has for a long time been the labour market sector that has had the lowest rate of sick leave, 3.0 percent in 2015 compared to 3.9 percent among the total labour market. Sick leave has increased by 0.2 percentage points since 2014. In total the increase was 0.3 percentage points on the labour market. Statsanställda upplever oftare sin arbetssituation mer positiv än sysselsatta på arbetsmarknaden som helhet. Statligt anställda är i högre grad nöjda med sina arbeten, upplever att de har ett omväxlande, obundet och meningsfullt arbete. En större andel statligt anställda anser att de har ett i hög grad intressant och stimulerande arbete i jämförelse med arbetsmarknaden totalt sett. Fler statsanställda upplever däremot sin arbetssituation som mer ensam än samtliga sysselsatta och känner sig i större utsträckning otillräckliga med sin arbetsinsats. Statlig sektor hade lägst genomsnittlig sjukfrånvaro av arbetsmarknadssektorerna, 3,0 procent jämfört med 3,9 procent bland alla sysselsatta på arbetsmarknaden år 2015. Sjukfrånvaron ökade i staten med 0,2 procentenheter sedan 2014. Totalt på arbetsmarknaden var ökningen 0,3 procentenheter under samma tid. Source: Statistics Sweden, LFS

Dispersal of Central Government employees Nationwide dispersal of Central Government employees 30 percent of Central Government employees work in the Stockholm County. The largest increase of employees since 2010 has been in the regions of Upper northern Sweden, Stockholm County and Western Sweden. Nästan 30 procent av de statligt anställda arbetar i Stockholms län. Sedan 2010 har antalet statsanställda ökat med omkring 8 procent. Störst ökning har skett i Övre Norrland, Stockholms län och Västsverige. Source: SAGE

Central Government share of GDP Central Government share of GDP down to 5.5 percent The largest portion of governmental expenditure in 2015 was the transfers of funds to households, companies and municipalities, known as transfer payments. Salaries and expenditure on premises, goods and services, known as government consumption, amounted to SEK 214 billion, representing 26 percent of total government expenditure. The share of GDP has decreased continuously since the mid nineties due to increasing productivity and large privatisations of segments of Central Government agencies.
