collect and reuse experiences locally refine experiences locally + centralized education FOI contributes Working Method, tool Information Structure Indicators – research – long time Det finns inga genvägar till tidig förvarning – hårt systematiskt arbete att samla detaljer, bearbeta dessa för ökad kunskap och erfarenhet . Insamlingen skall ske på plats - med närhet till detaljer i tid och rum och med enkla lagringsförfaranden så att materialet är enkelt och snabbt åtkomligt samt lätt att delge till andra nivåer. Erfarenheter skall bearbetas både lokalt och centralt för att komplettera och förädla materialet innan det återanvänds på nytt. FOI projektet bidrar med Arbetsmetodik och verktyg för att samla, bearbeta och återanvända materialet för att åstadkomma tidig förvarning på fält samt att nyttjas för analys och i utbildning. Verktygets främsta uppgift är för att hitta liknande situationer/erfarenheter. Vi ser informationsstrukturen som ett språk som underlättar distribution av och dialog om erfarenheter inom tillämpningsområdet – ett kollektivt minne. Indikatorer växer fram och förändras – FOI bidrar med metodik att finna dessa via intervjuer samt sätt att gruppera materialet i teman och beskriva terminologin (forskningsområde) – innebär långsiktig uppbyggnad i fält med FOI stöd
