Findings from meetings
Status of S3 Not all regions have a RIS3 today, but all have begun process and all have pieces of a RIS3. The ones who have RIS3 today, build on previous activities Don’t through-out babies with the bathwater – even renewed processes is built on the place based conditions – the soul of the region. Different degrees of stakeholder involvement – collaboration and dialogue is Swedish model all have different processes / clusters / other types of platforms for stakeholder dialogues a few have regional innovation council All have general SWOT, but less detailed industry analysis and monitoring and evaluation less organised RDA - are employing for RIS3 in general, a few assigning staff to man different priority areas or appoint clusters or similar organisations. Quite a few are engaged in different forms of inter-regional collaboration around S3, Thematic S3 platforms, Interreg, Vanguard, active in S3 platform, national collaboration (NMS, EMS), Pilot on transition regions. Two upcoming topics are i) skills development (e.g. synergies with ESF & matching industry and education) and ii) digitalisation

S3 priority areas in Sweden
Most have prioritized S3 domains, but different ways of defining and still relatively broad Existing areas of strength – Sectors - ICT, railroads Competence areas: e.g. visualisation Cross sectorial; ICT solution for health, or welfare services Future oriented areas of potential: autonomous digitised intelligent systems. Addressing societal challenges ; renewable energies, smart sustainable cities

Different issues expressed Leadership is important tough to convince political level and to get stakeholder buy-in At the same time – key to success - is to anchor process with political level. Shift of responsibility for regional development and in many regions the political level lacks experience with regional development. Need more material to show value of S3 to political level and stakeholder Existing material hard to relate to - regional circumstances very different Clear assignment to regions to work on S3 – clearer structure - innovation strategy and regional development strategy S3 depends on relations - these are dependent on persons and these shift (policy and private sector) Tough to get an overview of regional innovation system - many actors, projects and institutions, regional, national and EU level Need to work more with background analysis The NUTS3 level is too small to achieve goals with S3 – collaboration is needed. Added value of S3 Regional innovation work is more structured and focused, better packaged which is easier to communicate Forces political level to prioritise More clear role of leadership for RDA in Regional innovation system More buy-in from regional stakeholders and better base for collaboration More credibility to take leadership and represent the region’s actors in the S3 domain in region and internationally. Activities are more evidence based and better connected to regional strategic needs Built on place based conditions Has become easier to work cross-sectorial More international activities – but also more selective As a basis it also becomes easier to access different forms of funds, and leverage different funding sources. Better integrated learning mechanisms and M&E systems Mervärde med strategi - hur används den? Desired support from national level
A learning platform for S3 Support material that can be used in dialogues with regional stakeholders and political level. More support in form of guidance, resources and guidance material: Evaluations, identifying good practices Analytical material; that show added value of S3, or regional potentials in global context, good examples Guides; e.g. what is S3 and relation to other regional processes like regional development strategy (RUS) Help in finding partners in other regions - internationalisation Additional resources: Support inter regional collaboration – top up funding and connect region Support regional initiatives taking a national leading role, e.g. smart textiles in VGR Professionalisation of collaborative processes – cluster management Bridge funding between programme periods. Nationell nivå Vill att näring går ut och säger att S3 är viktigt och ska göras 47,6% Samt att det finns i regleringsbrev till universitet, få universitet att tsyra mer mot näringslivsbehov 19,0% Koppla samverkansprogrammen med smart specialisering 14,3% Tydligare styrning och att regionala strategier stöttas från nationellt håll 0,0% Mer resurser Viktigt att vi bistår politikerna med vad smart specialisering är och vilken nytta det ger Nationella program hjälper till när det gäller mobilisering och fokusering i regionerna Vill att Tillväxtverket ska överbrygga till nästa programperiod 4,8% Kompetensförsörjning Samverkan med socialfonden Ramverk koppla RIS3 till RUP/Rus, för att övertyga pilitiker 9,5% S3 ska koppla till rus/rup nationell nivå ska peka ut vilka regioner som ska samarbeta Nytt klusterprogram
