GOOS is a global system for sustained observations of the ocean comprising the oceanographic component of the Global Earth Observing System of Systems (GEOSS).Global Earth Observing System of Systems GOOS is designed to: Monitor, understand and predict weather and climate Describe and forecast the state of the ocean, including living resources Improve management of marine and coastal ecosystems and resources Mitigate damage from natural hazards and pollution Protect life and property on coasts and at sea Enable scientific research GOOS is a platform for: International cooperation for sustained observations of the oceans Generation of oceanographic products and services Interaction between research, operational, and user communities GOOS serves: Oceanographic researchers, coastal managers, parties to international conventions, national meteorological and oceanographic agencies, navies, marine and coastal industries, policy makers and the interested general public. The members of EuroGOOS (30 European institutions) have expressed an interest in creating an Arctic GOOS Regional Alliance. IOC-WMO-UNEP/I-GOOS-VII/3 page The Committee noted this interest and the fact that some Member States not actually bordering the Arctic might also be interested. It invited EuroGOOS to consult with existing Arctic coordinating bodies and nations and to submit a formal proposal to I-GOOS at a future meeting.

(with reference to the EuroGOOS initiative/ HD comment) 76 The Executive Council reconfirmed its support for the ongoing IOC contributions to the organization and conduct of the l oceanography, biodiversity and sea-ice processes, the Executive Council instructed the Executive Secretary to prepare an IOC Web document reflecting the main contributions of IOC Member States to the IPY, as requested by Resolution EC-XXXVII.3. With regard to the IPY legacy, the Executive Council stressed the need to establish a mechanism to sustain the observation infrastructure established during IPY. It agreed that GOOS, JCOMM and IODE should play active roles in this process and support future observing systems in polar regions. It also urged IOC Member States to provide sufficient resources to implement all the oceanographic proposals in the IPY Plan. IOC Executive Council 39, June 2006 IPY
