Insights from the ongoing Maas evolution in Sweden

Public transport in Västra Götaland - Västtrafik Region Västra Götaland, the PTA Västtrafik, the regional PT company 303 million travels (2016) 894 million euros revenue (2016) 80 transport operators contracted The responsibility for public transport development is divided among many authorities. The role of Government is mainly to secure good conditions for co-ordination and development of public transport are created. Local and regional public transport in Sweden is characterized by county-wise coordination under a Public Transport Authority (“PTA”), which is politically and financially responsible for all local and regional public transport within the county. The PTAs are organized either as a federation or committee of local authorities together with the County Council in each county or the County Council being the public transport authority. Parallel to PT services allowing public service obligations there is a total open market for commercial services and exclusive rights are not allowed following the public transport act from Jan 2012. Commercial companies are free to set up public transport services anywhere in the country. All types of transport operators, including the commercial players, will have to submit information on the range of services they offer to be fed into a common system for passenger information. The Public transport authority in west Sweden is Region Västra Götaland, a politically run organization responsible for the PT. VG has 1,5 inhabitants and 49 municipalities, both cities and rural areas. The region of Göteborg has 800 000 inhabitants. Västtrafik is the public transport company owned by the region Västra Götaland. Our task is to plan, to tender PT and to develop PT. The goal to dubbel the number of travels with PT: that by 2025 the number of PT journeys will be doubled from 2006, to 405 million. Today we have just reached 303 million (2016) Västtrafik: ten times around the world every day, 303 miljoner delresor under 2016. 8,6 miljarder SEK intäkter 2016 (894 miljoner euro) 310 anställda, 80 trafikföretag 900 linjer 20 500 hållplatser 1860 bussar 101 tåg 263 spårvagnar 36 båtar 660 bilar o specialfordon 520 000 kunder i kundregistret

There is a need for a different range of tickets than Västtrafik can offer today. Development and launch of the service should be done step by step. Many participants from the RFI can contribute with a specific part of the solution for a combined mobility platform, but few can offer a complete solution.

Utvärderingen utifrån VT i korthet: Vi har samhällsansvar för att få till stånd ett mer hållbart resande, a healthy balance between society and Commercial interests det är viktigt för oss att ha kvar kundkontakten, vi vill stödja tjänsteutveckling och innovation, how can we do that in the best way? vi tror att Maas kan boosta vårt varumärket och möta våra kunder genom att erbjuda maas (och framtida kunder som vi idag ännu inte har) det vi tror kunder vill ha. Det är viktigt att Maas tjänsten blir långsiktig, det får inte bara vara ett test som sedan tar slut. Vår region är inte jättestor, största staden är inte jättestor, för att det ska bli möjligt måste det finnas en skalbarhet. Vi har inte den juridiska möjligheten enl svensk lag att ta rollen som integrator. Slutsats: There is no good solution to tender a full Maas service as we first planned Västtrafik has to take a more active position in developing this Maas service, but we can not be the integrator because of legal conditions. Our region is not big enough and not enough big cities, we need to scale it up to national level. We need a national mobility integrator. Starting now… The aim is to enable and promote combined mobility services on a large scale, and third party sales in general by making PTA services available via a national access point and ensure a common regulatory framework Vi kan ju uppehålla oss kring sista bilden en stund så vi får fram budskapet ordentligt att VT ihop med andra RKM:er inte kommer att utveckla Combined Mobility Services själva. Vi vill öppna upp för privata och kommersiella aktörer, så kommer till Sverige och testa ert koncept!!   Sen skulle jag gärna återkoppla på en tidigare fråga jag fått: ”Vad händer om kunden slutar köpa via Västtrafiks kanaler”. Då har jag svarat: ”Västtrafiks mål är att skapa god tillgänglighet, hållbara transporter och attrahera så många resenärer som möjligt. Om kunden finner större nytta i framtiden i applikationer som tillhandahåller även andra transporttjänster så är det bara bra om det leder till mer hållbart resande. VT ska dock fortsätta försöka vara världsbäst på att leverera maximal kundnytta i egna kanaler, det ena utesluter inte det andra…
