14 Gruppernas sammansättning
Temagrupperna är sammansatta av 1-2 nationella representanter + en regional representant från varje land, samt en vardera från Åland, Grönland och Färöarna. Dessutom ingår två representanter för det gränsregionala samarbetet (TG1: Nordkalottrådet, Hedmark-Dalarna TG2: Svinesund, Arco; TG3: Kvarken, Värmland-Östfold, Greater Copenhagen). Nordregio är inte formellt en del av gruppen utan hanterar sekretariatsfunktionen, bidrar med strategiskt kunskapsstöd (genomförande av projekt) och har huvudansvaret för kommunikation och kunskapsförmedling. 15 Budget och finansiering 2018
Prosjektmidler DKK 1 200 000 Grensekomiteer DKK  000 Sekretariat/Kommunikasjon DKK  000 Reisemidler DKK Nasjonale representanter kan ikke få reiser refundert. Regionale representanter er ment å skulle få refundert sine reiser (men ikke sitt arbeid). Det planlegges 3-4 møter per år pr. gruppe. Retningslinjer for reiser er utarbeidet for regionale representanter og kommuniseres til de. Grensekomite-representanters deltakelse dekkes av midler til grensekomiteen. Title and content 20/04/2017

16 Rutiner for fordeling av 1,5 mill. DKK til temagruppene
EK-Rs beslutning av og brev der dette ble kommunisert til grensekomiteene av 20. desember 2016. Hver temagruppe tildeles DKK som kan brukes til prosjekt innenfor gruppens prioriteringer med fokus på tema som er relevante for grensekomiteene. Midlene overføres fra NMRS til Nordregio, som fordeler midlene i tråd med fordelingen av øvrige midler til temagruppene. Midlene kan blant annet dekke reise og opphold for grensekomiterepresentantene, etter samme regler som gjelder for Nordregioansatte. Timer for deltakelse i temagruppemøter dekkes derimod ikke.
