Varför är vi verksamma på dessa områden? Lissabonfördraget Artikel 165 Unionen ska bidra till utvecklingen av en utbildning av god kvalitet genom att främja samarbetet mellan medlemsstaterna och genom att vid behov stödja och komplettera deras insatser, samtidigt som unionen fullt ut ska respektera medlemsstaternas ansvar för undervisningens innehåll och utbildningssystemets organisation samt medlemsstaternas kulturella och språkliga mångfald. 11 EUROPA 2020 STRATEGIN A strategy for smart, sustainable and inclusive growth (June 2010) Smart growth: developing an economy based on knowledge and innovation. Sustainable growth: promoting a more resource efficient, greener and more competitive economy. Inclusive growth: fostering a high-employment economy delivering social and territorial cohesion.
12 EUROPE 2020 STRATEGY EU headline targets: 75 % of the population aged should be employed. 3% of the EU's GDP should be invested in R&D. The "20/20/20" climate/energy targets should be met (including an increase to 30% of emissions reduction if the conditions are right). The share of early school leavers should be under 10% and at least 40% of the younger generation should have a tertiary degree. 20 million less people should be at risk of poverty.

Education and Training 2020 Soft law – common benchmarks: at least 95% of children between the age of four and the age for starting compulsory primary education should participate in early childhood education; the share of 15-years olds with insufficient abilities in reading, mathematics and science should be less than 15%; the share of early leavers from education and training should be less than 10%; the share of year olds with tertiary educational attainment should be at least 40%; an average of at least 15 % of adults (age group 25-64) should participate in lifelong Learning 20 % learning mobility by 2020 (Bologna benchmark)
